This pretty picture isn't the best for fish identification but it showed enough so that along with some information sent with it via email I was able to determine that it is Zacco pachycephalus. The only english common name I was able to find is Stream Brother.
These small fish are native to asia and this particular one was photographed in Tiawan. The most telling identification keys are the abnormally large anal fin and the large mouth.
